How IRV WorksCounting Votes (single seat election) Once the polls are closed, the counting begins. In the first round of counting, only the first choice votes are counted. If no candidate receives a majority, the candidate with the fewest votes is deemed defeated. Votes for the defeated candidate are transferred to the next ranked candidate on each ballot, and the votes are recounted. The process continues until one candidate has a majority of the votes and is declared the winner.
